Stephen Lathom

Senior Consultant


Stephen Lathom provides services covering housing development, underwriting and closing support, workouts, program design, and the delivery of online and in-person training.

He provides consulting services and training related to programs including HOME, HOME-ARP, HTF, CDBG, CDBG-DR, NSP, and LIHTC as well as services in support of a range of state and locally funded affordable housing finance programs. 

Lathom leads TDA’s HOME and HTF-related assignments from HUD as well as direct engagements with a range of state and local government clients. He regularly assists grantees in resolving complex compliance findings and relaunching stalled programs.

Before joining TDA, he worked for a small CDC, local government, and the Michigan State Housing Development Authority where he was a member of both the Loan and Asset Review Committees. He is an annual a speaker for NCSHA and has participated in panels or delivered training for the Affordable Housing Investor’s Council, Novogradac & Company, NCDA, COSCDA, and others.
